Yes but: US vaccinated travellers have to prove residency in the US and UK, US and EU vaccinated travellers entering from Amber List countries will still have to provide negative pre-departure and Day 2 tests. I recently arrived back in the UK from Germany and I am vaccinated from the Americans with a CDC card. I had to have it added to an EU vaccination certificate by a recognised Pharmacy in Germany.
