Work permit holder and 21 days in Europe.

Is it true that if you have a work permit, the days that must pass before you can come to Phuket (Sandbox) are 14 instead of 21?

It states in the rules if you are considered a resident of Thailand the 21 days do not apply. I assume if you started your trip to Europe from Thailand the 21 days would not apply.

This message come up when you select the Phuket sandbox on the COE application site. See number 2 under 1.
