You’re right I think. I was in a hotel in the NE a couple of nights ago having a beer at 1800. There where 3 young ladies in Pyjamas having dinner with their minder. 3 Thai guys turned up. The typical hedonistic, partygoing, western tourist is not wanted by these hypocritical puritans. Absolute power always includes hypocrisy and corruption on a grand scale (shades of Myanmar, N. Korea and most other countries that seek to dilute democracy). The unprecedented pandemic, and long closed borders, have given the opportunists a chance to effect massive change for the benefit of some. A chance to go back in time to another era. As the ruling class, the Bangkok elite have little sympathy for the millions of lower class Thais who have molded their lives around the former style of tourism. They are considered to be a part of the old feudal lifestyle, should accept this, and should continue to respect and serve their superiors.
