In most cases a work permit is no longer required for volunteer work.

The invitation letter should be enough.

To be more specific I would need to know where they will be applying for the non-o visa based upon working as a volunteer.

In London. So basically the story is that the applicant go to work permit true our foundation however the immigration in chaengwattana would not issue the volunteer Visa because the original Visa was from an agent so needs to leave the country to get a clean slate and start new

My firend is visiting someone over Christmas in London. The problem is she is not a residence. Would coming in on  a tourist visa and converting it to a volunteer visa at the Chaengwattana immigration be an option?

If she is not a UK or a Ireland citizen or a legal resident of either country she cannot apply for a visa in the UK.

With all the correct supporting document from the organization she could apply for the non-o visa at the immigration office where is living. I assume she would be using a visa exempt entry it she is from a county that qualifies for one.

Requirements for the non-o visa is here on the immigration website.

If she has a partner living in the UK can this partner issue her a residence certificate?

No 

It is not just a residence certificate that is needed. It has to be permanent residency granted by the UK or Irish government.

Thanks. So she is going to the UK for the Christmas holidays. So she can come back on a clean 30 day entry stamp and we can try to convert that one to a non volunteer visa. Does that sound feasible?

Yes she could. With the 30 day visa exempt entry and the 30 day extension of it she would have 45 days to apply for the non-o visa at immigration. Requirements for the visa is here. https://bangkok.immigration.go.th/wp-content/uploads/2020/10/9-1.pdf
