Seafarer and the 21 days rules

Friend of mine will be in a non low risk  country for 21 days due to this job. He is exempt as a seafarer to follow the 21 days rules or not?

If he is in a listed country for 21 days it would be accepted. The is no exemption for a seafarer.

Would he be arriving by sea? There are some changes in that case in the works.

I am a seafarer and currently on board a ship i will be return to Thailand in a couple of weeks time i will be flying via London and Paris direct to Phuket and i applied for my Thai Pass and was issued a exempt from quarantine thai pass so i will be doing test & go once i arrive home in Thailand.
