For loans, borrowing money, they should be treated the same as any normal borrower. If they don't pay, execute terms of the loan, the banks need to remain solvent and protect their clients' deposits. Same as where the teachers get their loans from. No bank is going to loan this amount of money to someone who has no collateral, ie no assets to secure the loans.
