Some do.  I think some rescued stray cats may not, as it's a kitten's reflex and they will have grown out of it, but pet cats that have always lived with humans retain the kitten traits, and so purr when relaxed and being petted, and sometimes when eating.

 

I've had house cats with really loud purrs, but I did notice that rescued cats in a Thai sanctuary did not purr, even when relaxed, apparently happy, and sitting while being stroked.

 

As an aside, my Thai wife purrs when she's relaxed ..... or maybe she just snores.

We have a few, All rescues, some do - some don't - some quietly, some loudly.....Even if from the same litter 4 - MMMF purr, 1 doesn't - F..... Don't know why.....

Our Cat not only Purrs, she also has a vocabulary of sounds she makes when needing something 

Ie a Sound to go out , a sound for content Etc Etc, all very distinct and specific to her request for something.

Never had a Cat like this one before.

After knowing me for 2 weeks he jumped up on the bed and allowed me to stroke him for a minute or two. And there was a very quiet purr there.
