METV or SETV for non-residents in Oz

Are Thailand tourist visas (METV, SETV) currently available for applicants from third countries, in Sydney, Melbourne, or Canberra? And if yes, what are the latest requirements?

I think it's replaced now with STV. (Which is 9 months visa)

The embassy is only issuing single entry tourist visas.

They only offer the STV but you have to be a citizen or a permanent resident of Australia.
