Residency document for buying vehicle.....

Just bought a new scooter.

 

Does anyone know where the dealer sends the red-stamped residency document to after the deal is done?

 

Do they have to submit it to a government office to get the permanent plates? If so, what office(s)?

 

Or, do they just keep it on file to CTA?
