I know all immigration offices are different, but in general do i need a copy of my wife's Thai passport  for the paperwork for a 1 yr extension? Or will her Thai ID card be okay? I ask as my wife's Thai Passport has expired.

IO can and do have their own local rules regarding the requirements. I have never been asked in 15 years for a copy of my Thai wifes passport just her ID card copy and her blue house book copy.

It is not obligatory for a Thai to have a current passport, therefor immigration cannot insist that they want to see one.
