Sorry if my question is stupid.

In the attached infographic it's says three land borders: Udon Thani is a land border?

I think it would just mean location where you do you test and hotel booking at approved hotels. 

Udon Thani is close to border.

This would occur when land borders open.

It reads as three distinct crossing points and you are not the only one confused. Udon Thani airport used to have a bus shuttle service to Mukdahan (?) if i'm not mistaken. It's clear as mud.

It should of been Nong Khai/Udon Thani. I think it means that is where some of the SHA+ hotels for one night stay and testing are located.

The entries are only in the planning stage.

No land border crossing is listed on the Thailand Pass site.

Actually, the Thai embassy in Vientiane has posted info on crossing over the friendship bridge into Thailand....even which hotels are approved.  Nothing for the process of going from Nong Khai over into Vientiane though.
The site is in Thai, so you need Chrome browser to get an auto-translation.

The PDF for non-Thais on that page, which is in English, has the following info:

 

"Thailand  Pass  for  land  travel  will  begin  accepting  registration  on  8  March  2022.  During 1-7  March  2022,  those  who  wish  to  enter  Thailand  by  land  using  the  Test  &  Go  scheme may  obtain  a  Certificate  of  Entry  (COE)  from  the  Consular  Section  of  the  Royal  Thai Embassy, Vientiane by  calling  02 145  3916  or  020  5551  2228"

 

That's good to know, they're working on extending Thailand Pass to land borders.

Nice guess....but The NongKhai Border crossing is in NongKhai Province. Udon thani is in Udon Province.

That is one of the few clear facts here.

Wait for explanation why Udon Thani is explicitly named as a "land border".

Maybe similar arranged pre booked transport to hotel like for Pattaya.

I think that's the only interpretation that makes sense. Udon Thani is a big city with many suitable hotels, and reasonably close to the border.
