In English language, overall band 7 IELTS (Listening, Reading, Writing and Speaking each 7 ) is considered upper intermediate. 

How long does it take to achieve upper level Thai language?

Is there Thai language exam like the one in English, for example, IELTS or TOEFL?

Obviously depends on the student.  Been here 22 yrs, and far from fluent, speaking.  Nothing on reading / writing.  TBH, I don't try.  Could get by, but not hold a conversation.

 

1 yr of Latin, high school, and vocabulary stuck.

2 yrs of Spanish, again, high school, and no real desire to learn it.  Was fluent reading/writing, and talking to teacher or fellow student.   In Mexico City, couldn't hold a conversation, unless they talked really slow.  Something Mexicans aren't known for.  Didn't feel that bad, as teacher said she also couldn't hold a conversation with a local when there.

 

Some here ramble away quite well, in less than a year or 2, obviously made an effort, or simply had to learn.  Watch YT vids, and some Thailand vloggers are quite fluent, others sound like me, if trying to have a conversation.  If younger, obviously better.

 

Daughter fluent in 3 languages before she got out of 9th grade.

How many hours per day are you willing to spend studying? What methods will you use? An hour a day will probably never get you there. Full Immersion will move things along much more quickly.
