Yes you can apply before leaving the country and have it issued.

Can definitely confirm that you can both apply and receive approval for the Thailand Pass in-country on the basis of personal experience. Just be aware, however, that you will only be able to submit an application within 60 days of your planned return to Thailand.

I'm in Thailand at the moment.

On Sunday at 5.15 pm I registered for TP to return on 12th. June from a short trip to UK.

I received the QR code at 9.06 the same evening - 3 1/4 hours.

As above, yes. I am in the U.K. now and got mine before I left. It will give me a grand 3 day permission to stay when I return.

I did it for a one month trip…got it about 10 days b/f thailand departure…

 

I didn’t have access to files/printer on the road…

 

can’t recall but I think 60 days b/f thailand arrival you can apply…might be different today? it doesn’t matter where you are located to them…

Yes you can apply for Thailand pass while inside of Thailand (even multiple ones if you need to do multiple trips).

The only issue you may run into is buying insurance from some of the Thai providers while inside of Thailand.
