wonder if we will see bubble bags getting onto the thai internet, 0.2% so leaves only, trim will be well over that so they really are not legalizing weed, just the leaves if you cant use the heads

This does open up the possibility of recreational use being treated like the adult sex industry.  Where it is technically illegal but tolerated.  I wouldn't want to be one of the first to test that assumption out though.

Is this CBD (but low THC) weed? My brother uses it in the UK as he can’t handle the effects of THC.

People can grow as many plants flowers stalks and leaves as they wish at home. No need to notify the authorities. That is optional. 

 

Are the police going to be checking and then rechecking every single home in Thailand on the off chance the catch the grower smoking or using and extract above the legal limit. No, They have neither the man power nor resources to do so. (Remember the plant itself can be above 0.2 and many of the plants a smiling Prayut and Anutin have been photographed in front of by the press clearly are).

 

If you want to grow weed and smoke it at home and get as high as a kite. Go for it. There is no practical way the police can enforce this law. 

 

If you walk down the street smoking a joint expect to have your collar felt.

Not sure about quality but Lazada have hemp seed 'bird food' for sale and if you scroll down to the reviews you will note that some people are using it to grow their own 'bird food'.

No, they're not. An extract is the product of an extraction process. To make an extract or a concentrate, buds/flowers are either extracted chemically with a solvent (i.e. alcohol or a petrochemical like butane or hexane) or are extracted with heat and pressure (produces a product known as "rosin"). Hash could be called an extract although it's really a concentrate. Hash can be made by extracting with ice water or by agitation (producing "kif"). I hope that clarifies it for you.
