Embassies and official consulates do not do extension. Only a immigration office will do them.

You can get a single entry that allows one 90 day stay or a multiple entry non-o allows one year of 90 day entries from the day iit issued. 

After getting a single entry non-o visa you can extend the 90 entry for one year at immigration.

thanks   yes my terminology is wrong  .. bad habit  ..

   my info from thai/savannakhet  is different 

i had to go back and reread the thai info to see if i missed anything  but 

using savannakhet application 

i do not need medical 

i do not need insurance

i only pay 5k max  for multi entry 

i do not need money seasoned 

 

or is their more info somewhere else 

i keep looking for the mines

so i guess its accurate  no ins/no med/no seasoned money ..  this seems like an excellent way to go  .... just dont trust info from consulate ..

You need to leave the country every 90 days

Unless they have changed it, ( and it look like they have not),
You can get a multi entry Visa valid for 1 year for 5K.
And as you say it vill be with no ins/no med/no seasoned money.
When returning to Thailand, you get granted 90 days  stay.
After that you have to go out from Thailand, and come back in again, to get another 90 days stay.
Youst before your 12 month Visa expiers, you do it again, and thereby, in all have 90 days X 5 on that Visa.
After that you then need to go and get a new Visa, and youse that the same way.
I have done that for years. No problem. Youst spend 30 minutes in Laos every 90 days, and come back.
