National — Mr. Panthep Puaphongphan, Spokesperson for the Health Ministry’s Public Relations on Cannabis, stated on Facebook, June 18th, that the sale of cannabis to minors under the age of 20, breastfeeding women, and pregnant women must be granted permission from the Director-General of the Department of Thai Traditional and Alternative Medicine.

 

He clarified that cannabis is initially classified as a “controlled herb” in the 1999 Protection and Promotion of Traditional Thai Medicine Wisdom Act. Therefore, the possession of cannabis, usage, storage, transportation, export, research, and sale, must be approved prematurely to proceed with the act.

During the US prohibition period of the 1920's, one of the permissible reasons for obtaining a permit to legally purchase alcohol was "pregnancy".

"to prevent a hassle while waiting for the changing of the law, Health Minister Anutin Charnvirakul has signed a directive to enable citizens over 20 years of age to use, store, transport, and sell cannabis imediately without having to obtain permission, according to Mr. Panthep."

 

Oh, so this wasn't a sudden, bizarre restriction thrown into place by the Department of Witch Doctors, it was a compassionate and generous gesture by Anutin to prevent "hassles"! Well done, sir! And well done choosing a spokesman who looks like a James Bond supervillain!

under 20 is not a minor, those under 18 is.

If tobacco, alcohol is allowed from 18, why exception to ganja?

Citizens from age 18 have full rights, including voting.

Quoting some 20 years old act is pointless, the law has changed jus recently. All old laws are superseded by the new one.

It looks like department of traditional medicine lives in the past, but they don't remember, that just before them, till late 60ties, ganja was part of traditional thai medicine. It was banned, because stronger drugs can be made from it and the USA war on drugs

Thailand is trying to be a nanny state here. It should be a pregnant woman's own responsibility and not that of the person selling the weed. There's absolutely no reason for such a law. We need to protect minors and minors only. All the other categories are adults and need to decide on their own whether or not to smoke. Regular smoking is also wholeheartedly discouraged for pregnant women but we don't see laws prohibiting selling tobacco to pregnant women do we? And how would you enforce such a law anyway? Many women don't show their pregnancy until they're half way. Sometimes even later. Sometimes they don't know themselves they're pregnant well into their pregnancy. Putting the responsibility over the health of a woman on the seller is just plain ridiculous. Typical Thai reverse logic. Oh and it's sexist too. Men can also have a number of medical reasons not to smoke but they won't take that into consideration.

For what reason (even with permission) would it suddenly become OK to sell Cannabis to members of this group.

I understand that now weed is legal, we need to protect anyone who would be at/cause risk by using.

The law that it cannot be sold minors under the age of 20, breastfeeding women, and pregnant women is one of the better laws, it does not need tweeking.

Your proposed exception clause to the law makes no sense.

 

All I see here is Mr. Panthep getting worried that he hadn't had his15 minutes of fame for the day, so he had to release some news, any news.

What a waste of time.

 

For some reason, the expression " SAFE & EFFECTIVE" comes to mind ... ????

 

Surely all will be explained in the next news-blip.

 

I'm sure they have the ganga - kids - breastfeeding & pregnant women  'trials info' on hand and will release in 75 yrs.

Needing a permit scheme to sell to certain groups is. They will just grow it at home or get it from a friend. As I said, a total waste of time and money
