There'd be a lease for the rented land, leases can be sold on. 

 

The part of the building that was illegally added on has been destroyed by the fire, there's nothing to stop the rest from being sold, it's just a construction now, not an illegal business.

Why not clear the area and establish a memorial garden?

Who's going to pay for that?  Perhaps the owner of the private land wants to continue doing what he wants to do with it, he wasn't responsible for the fire.

As for the 60 employees,  that I suspect is the total number of employees from bar staff, waiters,  stage group, doorman, cleaners, and others .... and obviously they all work different shifts.

It would seem to me that you didn't fully understand the article. It is the restaurant at the front of the night club that is for sale & in the photograph.

I haven't made a comparison with another country, so where I come from is irrelevant. I live in Thailand now anyway.
