Moving To Hua Hin - Some Questions

I am moving to HH next week (retired Brit) and wondering whether I need...

1. 'proof of residence' for anything? Can I get this in HH or do I need to go to the UK Embassy in BKK and get stung for the fees?

2. To buy a motorbike/car in BKK or are prices/availability okay in HH?

3. To buy golf clubs in BKK or HH?

Is the general cost of living higher, lower or about the same in HH as BKK/Phuket/Samui/Pattaya?
