The French leader is in Bangkok with other world leaders for the APEC economic summit. 

 

Earlier in the day other leaders such as Chilean leader Gabriel Boric Font was met by Suphatanapong  Phanmeechao, deputy Labour minister.

No France is not part of APEC, however, the President of France was invited by Thailand as one of the special/government guests to APEC 2022.   See webpage below for more info.
