I2P - Reminds me of a sign I saw in a bar once that said "4U2P" and had an arrow pointing towards the restrooms.

It is an alternative to Tor and could not substiture a VPN.

And, same with Tor, the exit nodes of I2P are added to every single blacklist possible, so most of the "normal" internet either will not work at all or will make you solve a captcha for every request.
