Offenders tagged for up to 10 years after release as young girls are 31% of females abused annually

New law, championed by Minister of Justice Somsak Thepsutin will come into effect on January 23rd next and is designed to help police deal with the threat posed by a small minority of dangerous and repeat offenders.

 

It comes as Thailand prepares for a General Election next year where crime will be a key issue with concerns over drugs and appalling statistics linked to the abuse of women having captured the public’s attention.

The justice minister, this week, underlined a new law coming into force in January 2023 which will allow dangerous offenders to be detained by police on an emergency basis as well as requiring repeat offenders or those thought to be at risk of committing further offences to wear ankle bracelets for up to 10 years after being released from prison.

 

Somsak Thepsutin was speaking after horrific details of a serial rapist in Ubon Ratchathani came to light this week. A 41-year-old repeat offender who falsely imprisoned and raped two women over two nights from November 20th to November 22nd was found to have committed six other similar offences before being recently released from prison. The news comes as details released on November 25th by the Ministry of Public Health show that young Thai girls between 10 and 14 years of age form 31% of the over 8,500 women and girls who are physically and sexually abused in Thailand each year.

For serial rapist, I can suggest a couple of remedies that will fix their problem permanently, it's also very cost effective.

This is the tip of the iceberg - many cases go unreported.  Thailand's attitude to women; dogs and police label it as a backward country

The police here, BIB are the biggest mafia organization in this country.  They are into everything illicit activity bare none.  Your statement says you defend them.  Defend them against what?

I think you have misread my statement.  I lump poor policing, wild dogs and treating women as 2nd class citizens as evidence that Thailand is a Banana Republic.

I think everyone in the country should be forced to watch doctors cut this guy's penis off on TV as a warning that the same thing will happen to anyone else who abuses women and children.

You'll need many more jail house and bigger ones too to deal with this issue, enacting laws are good step in the right direction,, enforcing them however, is a bitch...

I think you'll find that this issue of underreporting of sexual-violence against women by men is a worldwide phenomena (patriarchal shame) and not at all 'worse' in LOS.

By chance, this morning i was reading about a US prison Warden who sexually abused women in prison, including rape. He knew which areas were not watched by video cameras. 

Apparently while women are a small percent of the inmates, 67% are sexually abused in America. Many don't report it. 

Not sure if this is the case in Thai prisons but it needs to be investigated.

It would be far more effective to try and adjust the way in which women and girls are viewed in Thai society.
