Pattaya hit-and-run suspect meets British victim to apologize, claims he did not run away

Well at least he was caught, named, and shamed. It MIGHT have a deterrent effect, though such things have never been proven. Hopefully as part of his plea agreement he pays the guy's medical bills.

The suspect’s name was disclosed by Pattaya police as Mr. Methanus Leeliang, 61. He was charged with reckless driving and causing harm to others

Lying and irresponsibility are not the exclusive domain of any one culture, they're  human traits, seen everywhere. Why would you single out Thailand?

The same applies as a pedestrian. One cannot take anything for granted here. Stop, look both ways very carefully, then proceed very quickly  across the street. 

You’re absolutely right. Over the years, I have lived in Chiang Mai a few times. At first, it was still possible to ride a bicycle there, even on busy roads. Now I don’t do that anymore, it’s way too dangerous, even if you are constantly cautious and have eyes in the back of your head.
Having said that, it is still possible to ride a bike on quiet back roads not far from Chiang Mai. There’s not much traffic there, you don’t feel like you have a bull’s eye on your back all the time, and it’s really quite enjoyable to ride between the green rice fields. Until the burning season starts, that is.

Love that expression! My wife has about 40 pet bantam chickens at our Loei house.  Not much good for eggs, but plenty of "essence".  Watch your step.

The story is related to Thailand. And lying is part of their culture of you knew anything about collectivism, cultural narcissism and saving face. Are Thailand unique in this. Absolutely not.

Maybe even having eyes on the side of your head in addition to the eyes in the back of your head might help too!

Well, maybe they are just a bit better about it.  It comes naturally   ????
