No. This is not true.

 

Treatments of proven value are available under the NHS.

 

Experimental treatments and treatments of very limited value relative to cost (e.g: extend life by mere weeks at great cost) are not.

 

That is hardly the same thing as offering only "bottom of the barrel" treatment.

Answer to the OP: no, it's not true.

 

There are many errors and half-truths in the video. 

Just 2 points, at the beginning he mentions Switzerland and Dubai for cancer treatment. 

Switzerland is one of the countries that "has healthcare" in his terminology (every resident in Switzerland is obliged by law to buy health insurance).

Dubai is a place with a very rudimentary healthcare system, they send their patients to many countries (eg Germany) that "have healthcare".

Dubai is not a good place for cancer treatment.
