because necklace made of 99.99 purity gold would be easily snatched away from ones neck 
24karat are sturdier but aren't preferred due to being associated with 'cheap'

They have some other metals to give it that color desired by Thais.  My wife doesn't like gold in it's normal color like in the USA.  I failed trying to get her to accept an 18 ct gold  here or USA so the necklace will  be less fragile.    Ím not sure if the gold shops will buyback less than the top 96 CT Thai gold for a decent price.  In the USA jewelry isn't a good thing to plan to sell back at a high return on investment like it is in Thailand.  I guess on most items the labor to create things is much lower.  In the USA we have black hills gold that can have a similar color to Thai gold

9 ct gold like in the UK can't be called gold in many countries as it is just a small part of the produce.

Maybe that's why it's called 9ct.

I just think it would make it easier for jewelry items to be bought by people.  

The craftmanship in Thailand is excellent IMO.
