Is full body picture a new requirement for visa extension?

Officially, IOs have the authority and discretion to decide which applications are approved and on what basis, so, yes, it's 'legal' even though some applications may not meet normal requirements.

Maybe this has something to do to stop corruption among the immigration officers/offices. No one thrust Anyone. 

Can't blame them ,make the picture to make sure Your/their butt is covered.

Exactly, he didn't say that it "bothers" him, he said that he wasn't prepared to.

my  two friends are using the same agency for 2 years and full body (not legs) only torso photo always asked by the agency for 2 years.
