Just go ahead and open them. If they have problems they can do do a typical Thai flip and shut them down. Nobody would be surprised.

The key will be " the right sort of criminals".

 

Opening a casino will no doubt require substantial negotiations and permissions. Their will be significant " investments" required to both establish good working relationships for the negotiations meet the conditions of those negotiations and to ensure the permissions. Once the casino is established those investments will need to be regularly "reviewed".

This already exists here.  The number of illegal casinos owned by the BIB, politicians and Chinese thugs would surprise people here.  A new brown envelope factory would have to be set up to accommodate the number of bribes.

For being an academic, the person is very unaware of how things work. They do not work like that. Set up, try, and see what happens is the general model.

Yes, be very cautious because it's very difficult to run a casino profitably. Just ask Trump.

The way a convicted drug smuggler in this  government  paved the way for the legalization of cannabis without due diligence and regulation in place  tells you a lot .

Why would a drug dealer legalize it, if he was under protection?

that will be a long wait before law enforcements and rforms are made..... Don't look further than the Civil union Bill/Gay Marriage laws, that takes already almost a decade....Alcohol laws are still not adjusted to the 21st century and driving ..... don't need to explain
