Firstly they have to issue a Red Notice through interpol. Then the country he is in has to issue a warrant for his arrest through that country's legal system. There also needs to be an extradition treaty between Thailand and the country he is found in. Only then can Thailand claim him and send the RTP to bring him back to Thailand. The system falls down if Thailand does not issue a Red Notice for his arrest, and it appears that they have not.
