GHB Home Loan for Thai Abroad (Factual?)

Does anybody have any insight into the veracity of the claims made in this article? Anecdotal reports on this forum used to point to GHB not wanting to have anything to do with foreigners. However, this article references loans being issued to Thai nationals abroad based on their foreign spouses income (which would be very handy). The GHB website itself does not seem to have this option, but according to some sources in Thai it is possible.

That link only references Thai people working abroad, not unemployed spouses using foreign spouse income (as is mentioned in the article).
