Ah.....yes.....but.....things he says he will do and doesn't do were never meant to be done.....things he says he will do and, by some miracle get done.... are the things he really meant he would do......see how it works?
It was my experience this morning. My mistake was in not taking a picture of the announcement, I will be going shopping Saturday near there again and get the photo and post it up.
Understood. I was just pointing out the cost basis or the original contributions may not matter. In one case, the IRS taxes the entire withdrawal, in the other zero tax.
One would appear as income on a 1040, and would (allegedly) allow a foreign tax credit in Thailand. The other would be....what exactly? If a Roth withdrawal is not income in the US, then could you claim it to be prior savings?
Guavaman did note a number of times the RD official on the Tax help line (?) could not answer his question, so they went off line for a while to consult with someone else.
With respect to Expatthai tax ... I will place more faith in the answer of an RD official who takes the time to check than I do with Expatthai tax.

Yes, we can all have a day off the beer or raid the fridge, but what must the casual tourists (who may only be visiting for a few days) think of this.
Reminds me of the CoViD lockdowns - I've been here for a few election days and Buddha days and the tourist areas become ghost towns and that cannot be good for Thailands reputation or the local businesses income.
