Thailand Rolls Out “Dee-Delivery” Regulations for Shopper Protection

The Thai government has announced new regulations known as “Dee-Delivery” to better protect online shoppers. Minister of the Prime Minister's Office, Jiraporn Sinthuprai, revealed these measures aimed at enhancing transparency and combating online fraud while speaking at a press conference.

 

Taking effect this July, as soon as they are published in the Royal Gazette, these regulations will usher in stricter oversight of online transactions.

 

Delivery companies will now be required to disclose detailed information about their employees and sellers. Additionally, consumers will be able to inspect products before payment and can also secure refunds within five days if the items fail to meet their expectations.

 

These measures respond to numerous complaints registered with the Office of the Consumer Protection Board (OCPB). Issues have included unsolicited parcels demanding payment upon delivery and complications in obtaining refunds for returned items.

 

To address these, the new regulations mandate that delivery companies hold payments for five days, giving consumers ample time to evaluate their purchases and initiate returns if necessary. 

 

Companies will also need to provide complete details concerning the sender and the recipient, as well as a tracking number for every parcel. This information allows consumers to reliably track their deliveries and reject any unsatisfactory goods, thus offering an extra layer of security.

 

Minister Jiraporn emphasised that the “Dee-Delivery” service would make Thailand's online marketplaces safer and more accountable, fostering a secure and fair shopping environment for all. 

 

By implementing these changes, Thailand aims to pave the way for improved consumer confidence and enhanced protection in the rapidly growing world of e-commerce.

Sound like to me like a whole lot of Red tape to bog down the whole online shopping world...

 

After many hundreds of online orders on Lazada and Shopee I have had almost zero problems....The system works pretty good as is to resolve problems..

Maybe you should try your luck with purchases from FB marketplace , Line , tik tok or some other online sites.

I wonder whether it will outlaw the practice of the delivery driver phoning up, shouting "krap" down the phone a couple of times and then either offloading the parcel at some random house or sending an email declaring that they were unable to deliver.

More time to return the items would be good ...

I recently bought a Makita battery operated lawn mower that would not work with the Makita batteries I own .

It needs new Makita batteries with a microchip . I had to order them , but by the time they will arrive , I cannot return the lawn mower anymore if it does not work ...

The consumer has the ultimate choice of where to shop... if it's a bad service, don't buy from/via them again.

Ugh, this is so pointless. The government is just wasting time on these fluff pieces that just make them look busy.

 

Prices are bound to go up with this, and I doubt it'll fix anything. The bigger problem is the rampant fakes flooding Lazada and Shopee. It's crazy!

Search for a Makita drill, 90% are knock-offs! Collagen Type 2? Forget about it! All fakes.

And the highest voltage drill you find? now we are talking 259V! 🤣 

 

Finding genuine stuff is a nightmare because Lazada keeps pushing these fakes every time in the results.

At least refunds are easy. Got my money back for everything fake I got on Lazada, including some fake Nike shoes. Refund approved instantly by Lazada under "Counterfeit", returned in 3 days, yet the seller's still selling those fakes!

 

Anyone else feel like this needs a real solution, not a band-aid?

Or maybe just want to know everything everyone buys and everything sellers sell so they can track all payments. Big brother in the name of consumer protection?

Dont knock knock-offs, some of them are pretty good and way cheaper.....Just use your head when buying... Knock offs are good as long as they dont  blatantly claim to be a original...

100% agree, I do NOT recommend those places, you have no protection, and you are likely to get scammed.

 

I work in the credit card industry, can't say much more, but I can tell you one thing:

 

Most sellers and merchants that have bad intentions, will avoid taking credit cards. Credit cards have a lot of regulations and pretty good protection. Didn't get what you wanted or got scammed, no problem... you can get the money back with some effort depending on how good is the bank from your card. 

 

That is why I recommend people to use credit card, and most of the time Thai people are so scared to use credit card online, not knowing that is actually much safer than doing a Promptpay transaction or Internet banking transfer.
