Actually I misread it, it's their welfare card that they can use and such folks do not have to register. But the rest will have to. 

Get ready for some serious inflation.  I wouldn't be surprised if the USD/THB exchanges goes to 40+ after they do that stupidity.
Then look out.  More taxes soon afterwards to make up the half a trillion THB they are going to give away.
