Why not get a proper visa and remove doubt? IMO one has to be a resident, not just a tourist, as a tourist can drive on a home licence with an IDP.

I believe they'll only give another 2 yr license instead of the 5 yr.

They never check the visa page as far as I could tell, but the certificate of residence is needed (for them that's proof of you are here legally and residing) , but some immigration offices may not accept tourist visa for that, some do....

 

Not sure about 2 years or 5 years though, but with CoR for sure can renew..., as always depend on the office and day of the week, it's Thailand after all...

I believe that is correct  and they do check the visa  at the Pattaya/Barnglamung office.  

I also believe you can get the residence certificate even if you are staying at a hotel  but have no direct experience or tried that.

best to apply after 2 year licence has expired, for a longer valid until date
