No, it is not a fraud.  Selling an item with a mark up is perfectly normal, legal practice.

I understand a few gold shops in Thailand have been stung with fake bullion.

 

Based on current gold prices, the profit on those $100K watches is at least $60 K. The diamonds are so small they are as common as dog droppings.

There's devices you can use to check and they'll tell you immediately whether it's solid gold, gold filled or gold plated. It's definitely a rip-off. Plus they're as fugly as the night is dark and you can get watches with a lot more complications for the same money, plus he's an idiot. I wouldn't even wear one of those to go take a dump in the woods.
