Yes, using turn signals causes all other road users to be aware of what you intend to do - making driving safer for everyone.

The car driver shares blame.  The bike made an illegal maneuver in getting behind the car.  He overtook one car but undertook the other (illegal).

 

Blame IMHO is 50/50.
