The question many may pose is exactly who is the criminal - those who don't notify the UK authorities they are living abroad or the UK Government for refusing to allow such people to receive their pension increases?

That is a remarkably simple question to answer.

The law is remarkably clear.

You are required to notify the pension office if you do not live in the U.K. it is an offence not to inform HMDWP (this is a crime)

If you are not resident in the U.K. you do not receive state pension increases

A few countries have treaties that override this.

If you do not like the law then do something about it, complaining in an overseas forum is a remarkably ineffective,

probably useless action

I would also point  out that whilst people like us are aware of this pension freezing - that's because we are on forums like this. When I talk to people here is the UK, they have no idea that their pensions may be frozen if they move abroad.

Depending on the people you talk to the vast majority of them have no interest in things that don’t directly effect them, many don’t know about things that do, or could effect them, this is despite most information being made as easy as it is possible.

There is supposed to be some sort of social security arrangement with countries where you can move to without your pension being frozen - The Philippenes for example. Do you believe that?  Have you ever heard of any UK retirees in The Philippenes receiving free hospital treatment? Genuine question.

You do not seem to understand that the state pension has no direct connection to the National Health Service.

I know that the Philippines has an agreement on state pensions. I have no idea if the NHS has any reciprocal agreement with them.

My knowledge of the Philippines is restricted to the fact that the diving there has the largest numbers of marine species in the world (FWIW Normoxic Trimix & MSDT max depth 72 metres ) and is one of the most interesting and can be extremely challenging. That along with some general knowledge of a very few places puts into a category of places that I am unlikely to want to visit until I need to become non tax resident in Thailand.

You keep banging on about healthcare as if it is linked directly to pensions and as if you should somehow have better treatment than the native population. Do you actually live in Thailand? Would getting the exact same 30฿ treatment be something you would want? As that would be what you would get if Thailand were linked to the U.K. healthcare system the Thai public hospital waiting lists may possibly be better than the NHS but probably not., the waiting conditions are certainly very different.

TLDR HMDWP is not the NHS different agreements exist, different conditions apply.

You signed a 'blank' form?

Interesting (if you did).

It’s the self-certification form from the email.

That’s just how bureaucracies work here. If you’ve dealt with Thai financial institutions, you’ll know they like to give you a blank form and then fill in the Thai parts themselves.

It’s as informal as most processes you’ll come across here. falangs like us can only trust them and go along with it. Unless you plan to close your account or leave, there’s not much else can do.

As I said, This is establishing the parameters for individuals under CRS.

People are inventing excuses already

It could of course be trolling for effect, but there will certainly be some UK State Pensioners resident in Thailand that are sweating profusely.

It's trolling, by the usual disruptors.

Your experience mirrors mine and others I know it's counterintuitive to a Western mindset but if the <deleted> does hit the fan it's going to cover lots of us.2 friends of mine did the self certification today just like you describe.

So as usual confusion reigns different kbank branches handling this differently. If you are tax resident in Thailand but have been denied a TIN until next year as some have surely you can't just say you are tax resident in your home country and start giving out N I numbers without lying? The whole form is badly worded I don't have any taxable income in Thailand because I don't have a job here which would be prohibited under my visa anyway.I can see another visit to a kbank branch looming as my certification may well be wrong even though I did exactly as directed..nothing is straightforward here anymore.

Incorrect statement highlighted.  If you bring money into the Country it may very well be taxable income. See numerous other threads for details.

Could that be because this thread is about Kasikorn?

FYI, in the last 6 months I have opened or changed accounts with ALL major banks in Thailand, and with EVERY one of those banks I had to sign the papers that are now emailed by Kasikorn.

And as I already posted earlier, Kasikoprn call center told me that if you opened an account AFTER April 2023, you would not receive the email, because you would have signed those documents already at the time you opened the account

As the Brits who are all over threads like a rash over their State Pensions are about to find out

Brits are well aware of the pension situation, they don't need you to remind them

Are you seriously suggesting that after  wading through the plethora of threads on the tax system, anybody  would be any the wiser?

Yes, That might be why there are numerous posts on ways of trying to circumvent Thailands adoption of CRS.

Because they are well aware.

Or it may be just assessable. The wording is vague IMO..taxable income in Thailand could be read as money earned in Thailand.

By the way, do I need a Thai TIN, if I don't live in Thailand, but have a few baht interest income from my savings account?

You pay tax in another country?

No matter how many people post helpful and useful information and try to inform others, and despite hundreds of people being helped as a result, there will always be those people who say what you have. You can please some of the people all the time.....

If it is assessable then it is potentialy taxable.  The OP appears to think that ONLY money earned in Thailand is taxable, which is 100% incorrect.

So you knowingly and deliberately break the law, and think that saying "oh, sorry officer" will have Plod moving along.

They do say that most criminals are not the sharpest pencils....
