Are you suggesting any cultures that this applies to?  Thailand, for example?

 

I think the issue is in the term "total sexual freedom".  This would be people having sex with each other all over the place with minimal regulation.  While there is a lot of "sexual freedom" in certain parts of Thai society, it's not really at this point.
