There's a young kid on my soi in Bangkok that does this daily. No one cares.

Is he videoing his antics and putting it on social media for a Police Captain to see ?

Only then will the non-commissioned BiB be bothered to put in some leg work and follow up.

I don't know why the police get so excited about wheelies, but no one seems to care about Thais e.g. riding through red lights?

Its not the wheelie - its the flaunting it on social media !!...   which may cause some embarrassment if the BiB just sit and do nothing...

Was he re-arrested as he departed the police station for the excess noise made by the motorcyclecwith no exhaust?

No, but a couple of cops on a motorcycle were parked near me once. The "boy" (he is probably about 15 now) came down the soi and saw them, so he u-turned and drove away. I thought about informing them, but I knew it wouldn't help.
