The rider can be seen standing on the right footpeg with only one foot while steering with a single hand, leaving the other hand off the handlebars. The police are probably waiting for him to fall or crash the bike to save on the effort of trying to catch him.

Nobody died.   Nobody got hurt.   Yes - things could have gone wrong - but they didn't here.
