I have friend who has done two border in and outs Nong khai to Laos and back , one last year and one this year. He's concerned he'll only have one more this year, is this correct, he could get a tourist visa and extend that on his next trip, would that give him upto 90 days in Thailand.

The 2 land entry rule has gone so he need not be concerned with that.  If he makes the trip independently he may find he has to stay in Laos 1 or 2 nights, not the worst thing that could happen to you.  Getting a tourist visa is not as easy as it was, now Laos is an e-visa country it is uncertain exactly how long he'd have to wait there for the visa.  In any case he will get a 60 day exempt entry anyway which can also be extended so a tourist visa offers little added value.

Visa exempt entries via land now have no limit.

However land borders are moving to requiring 1-2 night overstay + other nonsense.

Your friend should again use visa exempt entry and for border bounce use a minivan agent

He entered Thailand on 18th June 2023 and has been doing border bounces through Laos , one just last week.
