Less oil from Canada means sub-optimal operation of the mid-west refineries, higher gasoline prices at the pump. Deal with that.

NATO member contributions are mutually agreed. No NATO countries owe money to the USA, NATO's official statement regards member countries contributions is below. It has been covered in a number of articles; trump does not understand NATO financials.
