when learning something you need to get the terminology correct...
things are not "below the surface" .... they are below the unrefracted line of sight.
And that throwing American tax money is the only solution.
Take Twitter (X) as an example. Musk eliminated 80% of the employees, cut overhead by about the same, and still delivers a better product. He got rid of the cliques working at odds to the company's goals. That's what needs to happen across the gub'ment. Get rid of the cliques working against the interests of the American citizenry.
On an aside, I'd bet the program was riddled with DEI and gender pandering. At a huge cost and deleterious effect. It needs to be reconstituted without all that.
The U.S. makes a sparkling wine identical to Champagne. Winemakers in regions like California, Oregon, or New York can use the same grapes, méthode champenoise, and meticulous aging processes to create a product indistinguishable in quality or taste. Places like Napa Valley have climates and soils that can rival Champagne’s terroir, and producers like Schramsberg or Domaine Carneros craft high-end sparkling wines that compete with the French stuff blind-tasting-wise. But legally, they’d call it "sparkling wine" or something like "Methode Champenoise Sparkling Wine" unless they’re grandfathered in.
