Seems simple to me. Are you a Thai national? Answer No.

Fill in the form.

"All foreigners".  Seems to be clear.

Seems also “simple” and “clear” that PR isn’t mentioned on the priority or Thai national lanes, yet PR holders can use those lanes.

Likewise, the term “Country of Residence”also seems “simple” and “clear”, yet I can’t select Thailand.

If what they write really was so “simple” and “clear”, a PR holder would have to fill it in because he’s not a Thai national, but he can’t fill it in because his country of residence is Thailand.

I guess I’ll just go to the lanes for Thai nationals without this form and see what happens.

Great. Good for you.

BTW did you previously fill in the TM6 card when entering Thailand.

Yes it will be required.

You are not a Thai national.

It's clear PRs will have to fill the form in.

However it's worth noting that in other countries with similar TDAC type arrangements (eg UK), PRs are not required to fill in these forms.

I don't think PRs should start getting paranoid. It's just that they obviously weren't thought about when the form was designed. Not much of a burden for PRs to take on.

As clear as “country of residence”? See above.

Sure. But if I can avoid it, I will.

Like I said, guess I’ll just have to try my luck. My guess is that no one will give a <deleted> when I show up with PR but no form.

Nope. Never did that since I have PR.

Again ...good for you.

Then don't do the TDAC.

Explain your position to airline at departure and immigration on arrival.

It's clear that you have no intention of doing the TDAC so no need for questions.

I doubt that will be needed but let’s see.

And PR holders will also have to pay the 300THB foreigner tax when that is linked to the TDAC in a few months time.

When/If it is linked.

I too will have to pay.... 20 yrs working in country on 2yr extensions.

PR really means naff all in the bigger picture.

Departing airline will definitely not want to see the TDAC though they will probably want to see the visa if applicable. The TDAC can be completed on arrival if not obtained in advance - as in Singapore.

By the way Singapore exempts PRs as well as citizens  from completing the pre-arrival clearance. My hunch is that PRs will eventually be exempted here as well. But who knows given the quality of thought that has apparently been associated with this exercise?

If you cannot submit in advance

Travellers who are unable to complete the TDAC before arrival and do not have internet access at the point of entry will be assisted at designated help points located at immigration checkpoints. This assistance is intended for exceptional circumstances only. All travellers are strongly encouraged to complete the TDAC online in advance to avoid delays and reduce congestion at entry points.

I think it's a bit nonsense if you must do it online but there is also a possibility to do it when you'll arrive to thailand

They want YOU (the traveler) to do the data entry for them, instead of having to decipher your handwriting.

That's what I think too. It's just another creep, creep, toward us doing all the work - while paying for the air travel and the entry fee with no human service. In Japan, they made me do it all. No check in desks. Nice ANA ladies around at the self serve kiosks, but that's not the point. Like many (not just Japan), I had to self-check-in, scan my passport, print my boarding passes, print my baggage tags, glue them to my bags, then take my bags to the self-loading belts (hoof them up yourself of course). Before you know it, we'll be loading them directly into the belly of the aircraft ourselves with a loudspeaker playing on a loop saying 'keep moving, place the bags in the last possible spot in the rear of the aircraft'. They'll replace the flight attendants with 'safety robots'. A meal? Make it yourself in the galley's microwaves.

Has nothing to do with that.

You can't do analytics on a mountain of paper forms.  If it's all digitized, they can then do analytics.  Who is arriving from where.  Where are they going after they arrive. Etc.  That type of data is very valuable for tourism purposes and other things.

Question: If it takes 3 days to process and approve your arrival card, what happens to in and out boarder trips for some people?.

When I tried it a few days ago, the approval email arrived almost instantly.
