But when the US decided to pivot to Iraq, most of them didn't go along. Oddly enough, they weren't convinced that Saddam Hussein was in league with Al Qaeda.

Pretty much all grant application in the life sciences, for instance, are now required to provide a business plan, or similar, showing how that research will benefit society. Successive cuts in government funding because of things like tax cuts, have caused governments, generally of a conservative nature but not always, to create "in kind" schemes, typically a company funds 50%, government/taxpapyer funds the other half. But mostly your paragraph is tosh. Don't worry, I won't come back to read your retort.
