Well... if she was arrested before the immigration counter, even if she had 20k, the rules of surrendering to border immigration would not apply and she would be treated like if she was picked up anywhere on the street in the middle of Thailand. That's something that was discussed many times before. When on overstay, keep low profile and get to the immigration counter, it's only after that, that the lower penalty rules come into play. -

Certificate of Residence Validity
A CoR from Thai Immigration is valid for 30 days. A CoR from your embassy is valid for six months.
