Pay outstanding tax on a scooter

A Thai friend just bought a used Scoopy scooter from a sort of dealer, a guy working from his home.

 

The tax hasn't been paid for 3 years , I took the green book to one of the places that does your tax and insurance and asked if I can pay the outstanding tax there. She said yes, about 580 Baht. No problem with that, it's what I expected.

 

Took the bike today to do the test as it's an older bike and they said it's not on our system so we have to reregister it, get a new green book, new registration and change ownership. Also the dealer who sold her the bike completed or signed the wrong form, spoke to him and he will provide the correct form.

 

Has anyone else had this problem with paying back tax? I know we have to pay the tax plus small fine but I don't see why we have to get new book and plate?

After exactly 3 years from the day tax was due, if no tax was paid during this 3 years, the green book becomes invalid. Must apply and get a new one. 

 

I think you can do it yourself at DLT office if get a signed power of attorney form from the last owner on the green book. Doesn't cost much for a small scooter... 

 

After that can insure/tax and then also register the name on green book to yourself... (need copy of last owner ID, and transfer form etc. signed as well).
