The incidents left victims shaken and highlighted a concerning safety issue for residents and visitors in the area. The first victim, a 21-year-old Thai woman named Wichayada, encountered the imposter on April 20 in Soi Phratamnak. She reported that he offered her a ride, which she declined. However, the man, identified as 30-year-old Ukrit Mangkang, followed her, eventually threatening her with a firearm. Wichayada managed to escape and seek help at a nearby hotel. The second victim, Liliia, a Russian national with her friend and young daughter, encountered Ukrit, who brandished a gun and coerced her into handing over 3,100 baht in cash. Police swiftly reviewed CCTV footage from the area, which led to Ukrit’s identification. He was captured on April 22 while dining with friends near Soi Pattaya Beach 13/4. Police confiscated the firearm and motorcycle he used in the crimes. Ukrit confessed, claiming desperation drove him to commit these offences. His past includes arrests and imprisonment for drug and theft charges, with a recent release from prison prior to these incidents. Ukrit now faces multiple charges, including: Section 337 of the Criminal Code: Using threats or violence to obtain property, with potential penalties of six months to seven years in prison and fines between 10,000 to 40,000 baht. His use of a firearm increases the penalty by half. Section 8 of the Firearms Act: Unauthorized possession of a firearm in public, punishable by up to five years in prison, a fine of up to 10,000 baht, or both. This arrest underscores the challenges law enforcement faces in dealing with repeat offenders, highlighting the need for vigilance among residents and tourists in Pattaya. If they used it more often it might deter criminals from committing offences; like speeding; running red lights; not stopping at zebra crossings.
