It is possible to carry certain unique dangerous  items on a plane but you have to declare them. I had a chinese chopper and a machete handmade for me in the philipines one time and was worried I would not be able to bring them back to Australia so when I got to the airport I  declared them and they were  taken off me and I was told to collect them at the oversize counter upon arrival at Brisbane which I did no problem. So I reckon that if this bloke's items were inert and harmless he probably could have done the same as me.
