It's an attack on Russia's nuclear strategic assets and hence could be viewed by the Kremlin as an attack on Russia's national security. Under international law this is grounds to declare war. As it is Russia has not declared war on Ukraine officially. Will Putin now do this? An all out war with Ukraine will be devastating.
