getting corruption out of the police is like trying to "remove the bar from a barlady ..."

it would take much stronger (more draconian) measures to achieve the nearly impossible goal of reducing police corruption ...

there's no hope that anything will truly change in our lifetime ... 

Can not argue with you there. But the timing of this smells alot like the PM wants to make sure the police are committed to her agenda and to protecting her. What better way then to promise salary increases to the lower ranks and large increases to the higher ones.

The police have always been part of Taksin government. That is why they do not like the military who can temporarily tell them what to do when Taksin is not in charge.

personally I prefer things how they are and have always been.   The ability to buy ones way out of trouble can be very useful

Driving the wrong way should lead to an immediate impounding of vehicle, a 10,000 baht fine and license revocation. After retesting/relicensing, as well as paying the fine, only then should they receive their vehicle back, that's if the vehicle is properly registered and insured.
