Thailand Restricts Nationality Grant to Specific Stateless Groups

The Interior Ministry has confirmed that Thai nationality will be offered only to children of long-registered stateless residents, excluding refugees and undocumented migrants. This policy, starting June 30, targets two specific groups:

 

1. Children of Stateless Ethnic Minorities:

 

  • These children must have parents included in Thailand’s household registration system. Though stateless, these individuals have been assigned unique 13-digit ID numbers starting with 5, 6, or 8, with specific digits in the range of 50–72.

 

2. Children of Stateless People, Including Sea Gypsies:

 

  • This group includes the Moken (sea gypsies) and others surveyed under a 2005 Cabinet resolution. Their ID numbers begin with 0, specifically with "89" as the sixth and seventh digits.

 

Unsit Sampuntharat, the ministry’s permanent secretary, stated that eligible individuals must apply at their district registrar.

 

The move follows a Cabinet resolution from October 29 of last year and aims to provide nationality to those long established in Thailand’s records, while excluding refugees and foreign nationals with passports.
